First post :), been reading for a while but needed to create an account to ask a couple questions..
I have already ordered seeds a couple times in the past and i always had to sign for them, meaning the package doesn't fit in a mailbox; the problem with that is that now I have to send them to an address where i won't be present to sign for the package (i think its kinda unnecessary, but the decisions not up to me :/). Most websites aren't very clear about their shipping.
Are there any cheap seed banks that ship in small enough envelopes (bubbler, padded envelopes)? Is this a standard practice?
weedseedshop.com, is this any good for me?

I'm guess it really depends on your location. (where you live) Like for me I cant order seeds because they don't ship to where I live. If you're in the United States, you may be able to go to a seed bank easier than having them mailed to you.

No seedbanks in my area :(...
I know MSNL has an option to ship in a plain envelope but I'm ordering a nice amount of seeds and would like something cheaper...

I'm going with weedseedshop.com, could only find good reviews and the prices are great too, 17€ or something for each 5 Northern Lights Auto seeds, I've emailed them and they confirmed that they ship in small bubble mailers that fit in mailboxes.
I'm planning to grow some seedlings indoors for a week and a half and then move them outdoors, mediterranean climate in rural Portugal (right left of spain lol), I can't find much info about the growing seasons here, do you guys think my plants will do good outdoors or should i keep them inside like the others?
Totally new to outdoor growing, which soil should I use for outdoor plants? I'm thinking of planting them right next to a stream of water, without vases just digging a hole next to the stream and filling it with good soil, will this remove the need for watering?
Any good links?

It really depends on what type of seasonal changes you have. Like where I live, I would start an outdoor grow in late spring when its warmer and not as cold. But on the other hand I like growing indoors because I can control the climate of my plants.
