I see no bug damage but the neem oil can be used as a preventative.
Mix 1% Neem oil and 99% water into a spray bottle. Then drop a few drops of Dawn Dish Soap into the mix. Spray the top and bottom of the leaves thoroughly and try not to get any of the buds although it will be perfectly fine if you do get some on the buds.

I saw you say that the old leaves that were yellowing turned pale and fell off. I see that the bottom growth is yellow. Are bottom leaves still turning yellow or were those yellow from before?

Water and soil pH should both be at like 6.0-6.8, preferably 6.5.

You would probably be better off just using tap water then adjusting the PH. The tap water has minerals in it that can actually be helpful to the plants.

Search tap water in the search function here and you will see a thread about RO water vs Tap water. Check your PPM and if it is under 300-400 PPM I doubt you have much to worry about. Hell my tap water is only 155ppm.

Also man, the bugs in your soil is more than likely a bit of an issue as well. As long as your soil has good drainage, put a layer of sand over the topsoil. If these bugs are gnats (which I think they could be) then it will stop the mating cycle since the adults cant get back down to the soil to lay eggs. Also I believe it keeps the young'uns in the soil and keeps them from maturing as well.

Also, watering every day is one of the worst things you can do for a plant.  You want to thoroughly water the plant, then wait until it gets dryish, before you water again.

You should also buy this book, it is great for beginners.

I second buying the book. That was my first growing book and I read it from cover to cover. About 3 years later when I was in a situation to grow, I found that I was prepared for a lot of the beginner problems.
You will still have questions, but they will be a lot easier to figure out and search for once you know more about what you are talking about.

Ed Rosenthal has a great book as well, but honestly Cervantes was way more beginner friendly.

k So i won't water it for 3 days even if i see top layer dry or should I use mist spray to mist the soil..... Im going to use Tap water lol Hey!!! They say NYC has best drinking water so lets see!!!! I purchased kits to test for N P K and to check for deficiency ... I just got some top line organic soil and just planted another one see what happens!! When I get dyno grow should I apply it right away to my plant directly or mix in with water and as for the seedlings nothing came out the dirt yet just put it in yesterday it usually takes 3-5 days how old does plant need to be to put nutrients on them and make them better and grow better and faster!!

Misting top layer of soil with water is pretty useless and I wouldn't do it. ALWAYS dilute nutrients with water. Applying nutrients directly is a bad idea. It is very normal for seedlings to take 3-5 days to pop out of the soil. Wait for the plant to develop a little bit(a week and a half-2 weeks) to apply nutrients. Generally growers dont apply any nutrients until the seedlings start to become pale. Use the nutrients at 1/4th the recommended strength that your bottle tells you to do for the first couple applications. Then slowly work it up over time. Good luck, man. If you need any more info feel more than free to ask. And growers with more experience, correct me if I'm wrong about anything, thanks.

Honestly I don't use nutes in Fox Farm Ocean forest until about 4 weeks into veg.
Definitely don't keep the topsoil moist. That invites all kinds of problems with mold and insects. Plus I don't know for sure, but it sounds like a cause for root rot and stem rot as well.

Best advice I was ever given when I started growing was "don't over do it". Leave it alone for a few days and let it bounce back on its own. Make the conditions right (RH, Temps, Ventilation) and leave it be.
Then when you check back in on her you can tell more about whats really going on.

-Check PH going in and the runoff PH as well to give you an idea of where your soil is at. 99%of issues that I have had, usually have been PH related.

-Pay attention to the leaves. After you come back to her check out the top leaves. Search for a chart on here with the keywords nutrient defiency chart (if I find it I will post it for you) and try to see where your leaves are.

-Once you think you know, post it and ask us. You narrowed things down enough to where somebody not in your garden can help you determine whats wrong.

-Like Webster said, Never put your nutes directly in the soil, always mix it in water first. And to add to that, mix them in the water one at a time. If you mix the nutes first then put them in your water, you could cause the nutes to react with each other and possibly kill off certain minerals and shit. Generally if you have a micro nutrient you put that in first, then add your other nutes.

This plant might not be what you expected, but I promise if you use the advice given to you, the next will be much better.
