If I have my account locked, how long before I am allowed to make a new account?
I think I will just go that route.
I wanted to be able to make good on my bad trades now that I am back on my feet a bit, but cant do that without being able to communicate.

never. one account per user. you KNOW these things.
if you really want to make good on your bad trades you can have someone who has PM privileges send a message with your e-mail to the user you want to make good with and they can contact you from there if they even want to deal with you.

Tried going that route, actually emailed Geokills asking if he could contact them and maybe just obtain their email addresses for me.
I know he is busy but I dont have contact with anyone else outside since I dont have PM's.
If you arent too busy, maybe you can get their address.. starting with bateyes

obviously geo isn't going to give you someone's non-public e-mail without their consent and it isn't his responsibility to ask if it's okay nor do i see why he would want to become involved.

well then I dont see how I can contact these people and make right with them if moderators/ admins with PM abilities arent willing to help facilitate the process
