i have 3 plants that are 60 days old, i use fox farm ocean forest, 8 100w bulbs for 16 hours a day, water, fan. dose anyone know what flowering time means. and also how long dose it take to grow buds. i also would like to know around what time you will have as many buds on the plant as you can grow on 1 plant?

Well they will start flowering once you switch your lighting over to 12/12. How long it takes is dependent on strain, it's anywhere between 6-11 weeks.

Yeah, what these guys are saying. You have to reduce the lighting to 12 hours of light, and 12 hours of dark per day. Total darkness too, as in, you can't see your hand in front of your face while in the room the plants are in.
Left in 18/6, or I assume you're running 24/0, the plants stay in a perpetual vegetative state. They haven't received the signals that autumn is coming, so they haven't started to mature yet.
How long does it take to grow buds? The plants will switch over to full flower mode within a week, and continue to build the buds up for an additional ~10 weeks, give or take a few.
As for the last sentence...I'm not quite sure what you're getting at there. A plant will grow as it grows. If you haven't done any LST or topping, etc, theres no way to increase how many buds the plant will have on its branches. You can increase the size of the buds by tying the branches down so that the lower "popcorn" buds also get sufficient light and grow better.
