Ban on smoking at outdoor dining areas

THE public will help decide if smoking should be banned at outdoor dining areas in Fitzroy, Collingwood and Richmond.

City of Yarra councillors met last night to vote on a motion to ban smoking but instead decided to seek feedback from the community.

Mayor Cr Alison Clarke said the consultation would come before any final decision.

Cr Clarke said eliminating smoking near playgrounds was a "no-brainer" because it was widely accepted that children should not be exposed to smoke. Consensus over extending the ban was harder.

"We are yet to test the level of support in our community for bans in any outdoor areas, and we want to do that before we make a decision," she said.

Cr Clarke said council would also consider whether it was appropriate to introduce a local law to enforce the bans.

If the law was introduced, council officers would be able to issue fines to people.

A ban on smoking in outdoor cafes and restaurants would be a first for Victoria.

Monash Council recently considered a similar proposal but decided it would be more practical if the Ballieu Government introduced a statewide policy.

Premier Ted Ballieu has said he will take advice from VicHealth before making a decision.

Quit executive director Fiona Sharkie said yesterday that she was excited at the prospect of the Yarra joining the list of councils to go smoke free.

"These councils are responding to their local constituents - the majority of people do want smoking in public areas banned," she said.

Ms Sharkie said a recent survey showed almost three quarters of Victorians don't want smoking in alfresco dining areas.

The council will make a decision on the next step towards the end of the year.

Other councils with limited smoke bans include Frankston and Port Phillip.
