I am planning on putting 4 plants in an area about 4x3x4. The light will be a 400w HPS. I will put a single small oscillating fan at the bottom pointing up a bit, then I will put a lower power exhaust fan from Lowes bathroom department. Any flaws with this?

As long as that bathroom fan has 50-60 cfm you're good.
I'm assuming you're going to use a passive intake?

Passive meaning...? No forced induction? Then yes. I'm not sure what I'll do for that yet. Any ideas?

You can buy a bathroom fan and rewire a computer fan into it to get much better airflow if needed
whole setup <$20
I have some 220cfm delta 120mm fans right next to me, they are just really loud
EDIT: or just buy a computer fan, much cheaper

All you need to do is ensure there is an opening in the room to allow fresh air to enter your growspace.
