it's hard to tell, but to me it looks like a male. When i magnified it in my photo program i think i can see the little stalk underneath the preflower. Females don't have this, plus it should be showing a hair and i don't see any signs of that from the pic. If you can, get a macro shot of it, it's too blurry to make out decently when i magnify it.
