WINDSOR, Colo.—A municipal judge has convicted a Windsor medical marijuana dispensary owner of operating despite a town moratorium on new dispensaries.
A town ordinance enacted the moratorium Dec. 16, two days after MediGrow opened. The ordinance said a dispensary had to have been open for at least five days to avoid being closed during the moratorium.
MediGrow owner Lazarus Pino decided to keep operating his dispensary, leading to $62,100 in fines.
The Windsor Beacon reports that a judge found Pino guilty of 76 violations of the moratorium, but the judge acquitted him of operating his business without a building permit.
