Flowering Question

I was just watching a video on google and it said that for flowering indoors you put the plant in 12 hours of light to replicate the shorter days going into fall and the winter, so does that mean that my outdoor plants wont bud until fall or winter or will they just start budding eventually before then?

They'll start flowering when the days get to around 12 hours in length.
