Seed banks have to cover their own ass as well, if it says they don't ship to a certain country, for example, it might be worth it to contact them. The last thing I knew, however, Dr. Chronic wouldn't ship to Australia anymore, after they were intercepting packages constantly and the Aussies were getting pissed. Australia and New Zealand have strict controls on any incoming biological stuff and they seem more capable of detecting it.

When seed banks send stuff to places they shouldn't do they stealth ship it or ship as normal?

Hell, for a few years they even had a Mail Order Marijuana forum and had a few recommended sellers. They even wrote articles about it.
I think they, to this date, still have advertisements in their magazine and on their website that advertise Mail Order Marijuana (and Mushrooms).
The reason Overgrow was taken down was because of advertising seed banks (owned by one of the owners) and then having a website to show how to grow plants.
It was conspiracy.

Other websites still do the same thing; ICmag=Seed boutique and seedbay, Breedbay=Bidzbay, ect. I think it may have something to do with the disclaimer you see at the seedbanks now of "World wide shipping, check your local laws before ordering" or something to that effect. I can't remember heavens stairway having that disclaimer, I think they only advertised the worldwide shipping.

Actually I believe it was mainly due to their actual seedbank being based in Canada. Though canada tolerated this for sometime it finally cracked down busting both OG and Emery Seeds. ICmag I believe is based in Amsterdam or the UK.

Ive dealt with seed boutique multiple times since then and they have been very top notch. The freebies they are giving out right now are really good ones that just came back from Afghanistan earlier this year with a soldier :P They ended up sending me extra seeds here and there anyways so it all equaled out.
